Hina, in Photoshop Elements and 7.0: select the area to be blurred. Go to filter, then blur, then radial blur. Here you can play with the direction and intensity of the blur. I also added some diffuse glow and noise to degrade detail in this area (as you can see from the thumbnail beneath, I had a lot to blur out.) I then used the smudge tool to blend the border between the blurred area and myself.

Your image has a 3-d touch to it, which I relish here and I love the colors in this SP. I also like the ground upon which you stand, there are many aspects that I like to be honest. The other image below as well is very nice. Simple, with a great composition. I vote for the top one though.
