I like the geometry of the image; basic shapes interconnecting but not really interacting. The angled stairs, the differently angled and almost-but-not-quite triangular shape of the shelter's roof below, the square of the open part of the shelter and of course the form of the shopping trolley.
The "Angel 99" bit set me to wondering; the series Angel (way back before vampires became tedious) premiered in late 1999. How do I recall that? Because it was what was on TV on my first night in LA in my one and only visit to the US in 1999. Of course it may not be a reference to that series at all, but the leading apostrophe does suggest an abbreviation of a longer number.
