Chatting on the beach

As we ambled along the beach we stopped and had a chat
with this one and that...and that dog was so friendly,
though she'd rather chase a few seagulls than stand waiting.

Are all the beaches open to dogs ?? Up here it's certain " dog appointed beaches " only.
