I think it is the tax center building right across from the rex hotel corner le loi and the round a bound. They added some coloumns and a floor, but you can tell when you look at the windows. search for "tax center ho chi minh city" on google images the you will find it.

I believe this is the Majestic Hotel. It was restored to its original French charm in 1995. But there is a chance I could be wrong and it's the Grand Hotel. If the river is at your back as you took the photo, it's the Majestic. Both the Majestic and the Grand are fine hotels today.
