The first thing I did was to run the image through a noise removing filter (although I couldn't really see much noise). I duplicated the Background layer and lightened the image (you can use screen mode, levels, curves, or whatever). I then set the white point (use levels or curves).
Using a layer mask for selectivity, I darkened and blurred the background a little, increased saturation and slightly sharpened the girl.
