Yes, this is heat. The human value here is intensity, the steam is an abstracting force, and the incongruity is that we are about the get a basket of blazing hot buns right in our lap. Another simple, powerfully expressive image. Black and white has abstracted it further, making this image less real, and more symbolic of all who must toil in very unpleasant situations, yet still endure.
