Narrow Leaf Gum Weed ?

I think the flower I photographed was larger than gumweed flowers. In addition, the leaves on the photographed plant are smooth, without the toothed edges that are characteristic of narrow leaf gum weed (grindelia lanceolata), and gum weed flowers should have a larger number of petals. But it's too close for me to call, and further suggestions are appreciated.
