This is what happens with "lake effect". The cold winds blow in from Canada across the warmer (lake temperature is 42F) Lake Ontario and produce snow. The Genesee River starts to freeze over especially along the docks. The temperature when I took this image was 15F and fortunately there wasn't much wind!
