This looks an awful lot like an action figure depicting a NAVY deck hand on board an aircraft carrier, in charge of making sure aircraft are either ready to roll, or are tied down securely. The lighting and coloring don't look right for an actual on-board photo. The aircraft is an A-4 Skyhawk, a carrier based attack aircraft.

First, I would not entrust combat jet to this pilot; second, his helmet looks like from the times of WWII; third, if he's about to board the plane, he's gotta be damn strong fella to break the chains unless he intends to fly on the top of the cockpit !
