The Soca is known as the Isonzo in Italian. The WWI battles are said to have occurred on the "Isonzo Front."
It's green probably because of mica in the parent rock. We ate Soca River trout that evening at a wonderful restaurant in Kobarid. The Lonely Planet says that the best restaurant in Slovenia is in Kobarid, and when we asked our host (we stayed in a studio apt. for 2 nights), he recommended another place.
