Disguised as footpath lighting throughout the entire earth, this monitoring network very effectively detects the deBroglie wavelength emissions from passing objects and can cross correlate the wavelengths with an extensive database through extended range multi channel analyzers which are located in (you guessed it) Utah.

Among the data points gathered for each passing subject are the identity of the contents of any purses and pockets on the subject. This seemingly silly data serves their purposes quite well since they are seeking an appropriate subject to "borrow" for a few "interesting" experiments. They are really interested in finding the perfect specimen. That would be a human female (yes, they can detect gender!) who could be counted upon to keep the experiment secret. A tough thing to find. Their ideal candidate would have no cell phone or phone cards, no address book, no credit cards, no hair spray (which can be used as a blow-torch defensive weapon) and most importantly, no clue. This last one is easy, the rest is not. Needless to say, after monitoring billions of potential subjects, none have been found.
