Analyzing Anna

The local papers carry a sad story today.
The story is about a ‘mad dog’ who was shot and killed by the police in a street in the city of Groningen.
They had tried to catch the dog, a German Shepherd, but he had attacked and bitten the policehumans
and then he had attacked a passer-by with a dog on a leash. Then he was shot.
The owner of the dog is unknown and the humans in that street had not seen the shepherd before.
No chip, no collar.

What can be the real story here? Why was the sheperd out alone in the street? Why was he so upset?
Sounds like he was very much afraid of something. Maybe he was lost, or kicked out.
I smell a bad human somewhere in the background of this story…
