What you're seeing here is the projection of the Howie Glatter laser collimator's concentric rings on the primary mirror. The picture was taken above the optical axis to more clearly show the rings.
This is the second step in collimating an RC scope - to tip/tilt the secondary mirror so that the rings appear perfectly concentric with the primary mirror itself. This seems to be the case here with the RC360 fresh out of the box.
