Open image and rename the layer to unlock it.
Make new layer, name "stroke image".
Select all and stroke (I used black color, 5 px)
Make another new layer and move it to the bottom of the layer stack.
Enlarge canvas size (I used "1 inch", based on my original image size).
Fill this bottom layer with white, if not already filled by default.
Add another layer to the top of layer stack, name "border stroke".
Select all and stroke (I repeated same settings as above).
Add layer styles to each layer:
Image layer: drop shadow
Each stroke border: bevel/emboss, 1 px inner glow to define stroke edge against the photograph.
