In order to save civic staff overwork and to keep equipment in good repair, Notner sends snow clearing equipment out after citizens have cleaned their own sidewalks. But citizens still pay the taxes for the cleaning.
Where I grew up, sidewalks were plowed by (farm?) tractors having curved, V-shaped blades that must have been about five feet tall. The driving wheels were much taller than I was and the drivers sat high above the sidewalk.
