No John, I think 'can't #3' refers to a list of reasons as to why the bridge 'can't ' be used. Excuse #3 is to be used in this case.

Cant #3 is a code for the construction workers to cant the wall 3 degrees to the left.
People seeing this will then rush to the local opticians, thinking there is something wrong with their eyes.
The optician will then sell them "cant correcting" glasses, at a slight extra cost.
10% of the cost of the glasses will be passed (in a brown envelope) to the men who built the wall.

This must be one of those 'bridge to nowhere' pork projects -- it's clear there wouldn't be a problem if they hadn't closed the bridge. Plus, apparently whatever #3 is secret construction-code for doing, they can't.

One cannot argue as to the truth of the signs, but logical (cirular or not) could possibly be debated.
This Notner is a wonderful place, sadly now it is getting famous, and tourists are flooding in.

It's called circular logic, one of the noblest characteristics of Humankind. Philosophical curiosities are rampant in Notner.
