A man was burning (mostly) hoses that people will use to irrigate the trees they grow, it looked awful, but a truck crossing the river to take it away to some dump might have caused just as much damage to the environment. In general I think the consciousness of environmental issues has greatly increased over the years though there is the occasional scandal.
