Huh?

On my walk through the neighborhood this morning, I was noticing
all the amazing flowers, shrubs, bushes and trees in their almost
infinite variety, when I came across THIS. I'm completely unaware
of what type of flora this is -- can anyone help? I'd like its
common name and the latin name, if anyone knows. I'm referring to
the large red and black "flower" in the center, of course.

Not sure of the botanic...something like Redshoeii humanotis, normally found by the kitchen door where it attracts flies from inside the house, especially after it's been used in cow fields & chicken sheds.
My guess is if you go to the house about 5 away you will find the dog responcible for the theft...:>)
