This is the Stadshuset ("city house") in Stockholm, Sweden. It is a grand old building on the water, and is where the Nobel Prize ceremonies are held every year. The "pawns" are in fact the waiting line (queue) markers for tours of the building - they happened to be lined up like that when I was visiting (way after the tours were over for the day). -Ed Hahn
