This looks like they may have been stand pipes for a fire department to pump water into a building sprinkler system.

It’s aesthetically beautiful and the beige tone ( I hate the word “sepia” is one of my illogical allergies for certain words) is perfect, some aspect of life are in monochrome also if they are full of colours…
