Numerous caddisflies came to the white cloth each time I set out black lights for nocturnal insects, at home. This is one. It is in the Longhorned Caddisfly group (Leptoceridae), not surprisingly given the length of its antennae. Larvae of these insects are aquatic and different species create different types of shelters in which the larvae live as they cruise around pools of water looking for food. To see an example of a larval case: http://www.pbase.com/laroseforest/image/118233682 However, I don't know which species made it, and it may not be type of case this Ceraclea makes.
