Another medieval building

I don't know what this is (if anybody does, please let me know!) but appears to be a well kept, very old medieval structure. Many buildings in Tallinn had this kind of hoisting device to upper floors.

It's a beautiful medieval building with some expensive cars parked out front. :) V It appears to have a means of hoisting large, heavy objects to three upper floors.
