Ceausescu wanted to bring all ministries in there, and have parades and demonstrations on the big avenue in front of it.
Romanians have mixed feelings about it. Some like it, but most are upset because it was built on the site of a very beautiful old neighbourhood (Cotroceni). They demolished hundreds of nice old buildings to built it.
