I think this is a technology (rather elemental) for draining this part of the Baldwin Bridge.
"The Baldwin Bridge is a concrete segmental bridge composed of eleven spans crossing the Connecticut River between Old Saybrook, Connecticut and Old Lyme, Connecticut. The bridge carries Interstate 95 and U.S. Route 1, with an average daily traffic of 82,500." Wikipedia

Definitely "technical". I was always amazed at how much the bridges played into lives of those who live in Connecticut. Going from here to there, which bridge would be best in terms of my route, traffic, etc. Great idea for the hunt.

Down spouts and suspended walkways make for and interesting view of the underside of the bridge. Nice tones and textures in this image. V
