Past the bold warning signs, past the bright yellow police tape, and straight into the water, this guy didn't even break his stride while going under all Police Tape & Barricades.
Without a second thought, he splashed into this street filled with nasty flood water. He later said that he was determined to go down to the River to get a better look. Along the way, he would have waded waist deep (or higher) through the massive quantity of polluted water engulfing the Ball Field. However unless he got swept away, that probably wouldn't have stopped him. Meanwhile, onlookers behind the barricades were cheering him on. They were stupid, too. Having to go back to get his dog - who refused to go into the flood water - finally slowed him down. At that point, law enforcement (stretched thin from dealing with situations like this many times a day) arrived on the scene and stopped this cavalier behavior. BTW, the man in this photo had a large cut on his leg. Hepatitis in the flood water is also a serious concern for anyone with an open wound. Obviously his dog, who refused to go in the water, was smarter than him.
