Ah yes the TEN week project that started in APRIL so it would be finished for the SUMMER. Maybe all the BAD weather we have had over the past 3 weeks has held it up.

2013 - a few weeks ago.
I suspect some fool may have have thought it was a good idea to ask that it be built in such a way that it does not subside in a few months, or that the central display area cracks and breaks up after a few people walk across it. It's a strange concept, possibly intended to prevent later derogatory remarks about it, lest hasty construction lead to it having to be ripped up and redone. Or just left as an' attraction' if the money had been used up.
