Contravening the Firearms Act has absolutely nothing to do with H&S or PC, but makes life even more difficult for those of seeking legitimate firearms ownership and use - which is why I sought some clarification or context. Showing even an inactive replica in a public place without reason is an offence as there is no way to identify it without inspection, and it will be assumed to be a genuine, loaded, active firearm by the police.

That's a rather unusual image to see under today's amended Firearm's Act, and recent ASBO rules, especially apparently just standing in a public place, so near members of the public and with no cover in evidence for carrying the weapon. Is there a story behind this?
