Continuing from previous image:

I applied a slight closer crop, duped the BKG layer and then ran
the image through an action that applies a glowing, surreal look.
The layer opacity of this glow layer was reduced a bit as it was too strong.

After Flattening, I duped the BKG layer again and ran the Topaz Simplify
Plug-in to my liking.

Finally, I expanded the canvas to 1200 px to create this simple custom frame
and text.
