The picture shows a local wielding a traditional weapon of choice - ciupaga (a walking stick with a light-weight axe head) - and having one also embedded in his back. This is how stronger disputes used to be resolved. The name of the tavern, Rąbanica, means "bloody brawl" (many such disagreements were resolved in taverns over drinks). The sign above the picture says, "I hold no grudges", indicating that scores were settled quickly.
