Finley,our neighbour loves to sun himself on the roof of the aviary and gaze at the birds, but no he does not touch them.

We call it "Cat TV" Our cats don't chase bird, just watch them for hours.

This is wonderful...
I had at one point in the past,
a cat, a dot and two doves.
They truly all got along amazingly well.
The birds would cuddle with the cat, the cat would cuddle with the dog,
and i would cuddle with all of them :))

I wouldn't trust the cat...I've seed what cats can do biting off the toes of caged birds.
