The sitting bird is good for an arctic with the pale carpel bar, but the bill seems too big to me, but this photo of the bird in flight is excellent for ID. All white tail with just a tad of black on outer edge of the outer rects and white secondaries and inner primaries is excellent arctic whereas they'd be gray or blackish on a common tern.
