75 per cent of the homes that were not destroyed by Katrina now sport some phase of a "blue roof". An aerial view of the Katrina-hit areas look like polka dots.
Contractors hired by the U. S. Army Corps of Engineers get $,5,000.00 (two hours work and a one month guarantee that it will not leak) to install one of these tarpaulins. A total waste of time and taxpayers money. An entire roof could be put on for $5,000 instead of this temporary stuff.
