It's a Rim Clamp.
Used for putting tires on a wheel, taking them off, or wheel-balancing. I shot this Monday morning while waiting for them to put a new tire on my car, after picking up a nail over the weekend.
Dave Wixx came closest with his guess of an armadillo shucker . . . something everyone should own for those summer, backyard grilling parties.
