By Saturday, September 3, 2005, nearly 9,000 evacuees from Hurricane Katrina, most from New Orleans, had been established in a temporary shelter at Dallas' Reunion Arena. Most arrived in Dallas with little more than the dirty clothes on their backs and the wet shoes on their feet. The people of the City of Dallas, acting with little formal organization or oversight, established a giant flea market of clothes, shoes, water, food, diapers, formula and toys in a parking garage adjacent to the arena.
