As I understand the system in HK, you can never deal direct with the developer of a new apartment block; instead you must work with a property agent. The agent you choose gets a rather nice commission when you buy, and some agents are extremely keen to profit from this. So when you pass anywhere near a new development with show flats open for inspection, there will be a flock of agents vying for your business even if in fact there's no business to be had.
I tend to stay away from such places if I know about it in advance. It's just another reason not to want to buy a new apartment.
(I know, agents need to make a living too. I'm just easily irritated.)
