The sign already seems to say "No entry" and "No U-Turn". The traffic warden is saying "don't move" but I'm not sure that's entirely necessary.

Because all the boats were cancelled, we and all the other tourists headed North from Utoro towards the lakes in Shiretoko National Park. The carpark was somewhat overwhelmed.
