Contrast Mask

Procedure -
1) Create Selection [Color Range Highlights]- Invert
2) Feather selection
3) Make new layer by copying selection - Right click layer, choose "Layer via Copy"
4) Change blend mode to Screen
5) Adjust opacity to suit
