Wonderful title. Indeed there is a flow here, not of water which we'd expect in a fountain, but of light, shape and form.

The art of photography is making ordinary subjects into extraordinary visions. That is what you've done with this fountain. Instead of flowing water, you give us flowing metal and light. Wowed, indeed.
