"What Is It?" Answer - Swirled Tabletop

Sacramento, CA

It is a metal tabletop at the Graciano's Restaurant in Old Town Sacramento.
The top of the table was engine-turned stainless -- and the outdoor patio lights reflected off the patterns.

I was going to guess a kitchen counter-top with lighting from LED lights under the top cabinets. This makes a lot more sense!
