I think this may be the residue left from the ECO friendly ' imolutricongliceride '. If I remember correctly the first experiments with it didn't work so well until they learned to "desaturate" it a little since it painted surrounding regions in which it was used "rainbow brite" colors...and of course it has caused massive unemployment in Texas and North Dakota...but that was only a predecessor to the unemployment of nearly everyone else. The rich got richer, we all got poorer, the middle class collapsed economically due to the robotic takeovers...and every one is on the internal implanted internet playing the successor to "Second Life" just for something to do, of course the government supplies the computers like mind pablum eh? With of course the backing of Microsoft and Google among others. There is now a Secretary of Entertainment (you know who that is from your previous astute observations.) The EMP bombs effect was only temporary, in order to cause chaos and block communication between groups who opposed what was going on...until the chips could be implanted, convincing everyone that they were living in paradise and would live there forever. Like Machiavelli (spelling?)sort of said "when the natives are restless, give 'em a picnic"
The Canadian's language variance, by the way, has been outlawed due to political and grammatical correctness being enforced. No more "hoser" or "eh!" They've changed the name of Dawson Creek to "ECO" creek. It still looks pretty much the same as it did above.

The Former Presidential Democratic Candidate later led the invasion, and take over of the Canadian Government, leading Sanders to rule our Northern neighbor under the "United Communist Party" with Ms. Beyonce' Sanders by his side.

Meanwhile, large corporations controlling farming [food production], aided by government land takeovers have force-moved population into large, robotically controlled military-policed walled-cities while suburban and rural areas riot, and burning progresses. Along with the unknown placement of microchip cameras inserted into human eyes, the chip propels computer/cell phones into obsolescence by gaining control of human thought process of specific, key individuals including civic leaders, government officials, law and military personnel, to name a few.

We have all signed a petition to have them stop doing this, but to no avail...yet there are fish the size of small automobiles in here, that glow in the dark. Sometime I'll try a night shot when I have the nerve.
