This is not the 1953 floods. That year the water would have been coming from where the man is standing - and he wouldn't be standing there. :-) Behind the wall is one of the lowest points in the old dockyard: low, but still well above road level. There was a pump house there for a dry dock. My best guess is that there was a problem with the pump causing local flooding and that this was seeping through the wall.
