Not flags, not a gas station, but insulators attached to power poles. That is the power line that serves the potash mine nearby.

I think so---it's a narrow projection of a large sandstone mesa. Merriam-Webster says this about "buttress": 1 : a projecting structure of masonry or wood for supporting or giving stability to a wall or building. 2 : something that resembles a buttress: as (a) a projecting part of a mountain or hill... It also appears here:http://www.pbase.com/image/84067452 .
