"Primitive Weapons and Shotguns ONLY"

Don't ask me what this means---I don't know. Maybe it relates to
hunting. Is there a difference between a weapon and a shotgun?

primitive weapons are muzzle loading black powder guns.

Dave, I would guess this means bow and arrows, or shotguns, purely because of the distance they can shoot.
Miss your target with an arrow or a shot shell, and the furthest they go is a few hundred yards.
Miss your target with a good hunting rifle, and the bullet will come down many miles away, still with enough energy to kill someone.

Good question, John. A camera is a neutral device by itself. The intention of its user is what classifies it as a weapon or an item of amusement. My efforts at documentation require me to have a concealed weapons permit.
