Hi Charles, Welcome over from BirdForum. I also have some misgivings about the identity of this particular bird and is the reason why I have not commented. Supposedly, according to whichever list we are looking at, the form of the present or past Richard's Pipit ranging in the Philippines would be the so-called Paddyfield (or Oriental) Pipit - Anthus rufulus lugubris by the Sibley-Monroe and Clement's Lists, and Richard's Pipit (Anthus richardi lugubris) by the Howard & Moore. Returning to this photo, the head marking certainly make it appear as a Richard's Pipit, however you want to classify it, but, the presence of so much flank-streaking makes and the almost blackish tone of the dorsum me wonder if this may be a race other than lugubris as you have pointed out.

I am not aware of the current summer status of this bird in The Philippines, but it appears to be an adult Richard's Pipit, Anthus richardi, judging from the dark, heavily-streaked back, dark wing coverts, and the streaking visible on the lower sides. A bit short-tailed, and quite dark indeed, so presumably A.r. sinensis (on geographical grounds also).
