This gelatinous looking object is a tiny egg case of the assassin bug Zelus luridus. In due course, tiny delicate looking spindly bugs will emerge from the white tubes. There is a photo of the bug at a later nymph stage here: http://www.pbase.com/laroseforest/image/128086830
