This is one of many such larvae on bur oak leaves. They skeletonize the leaves, as can be seen here, but they feed slowly, and many get picked off as a meal, so that the damage they do to leaves is minimal, and the skeletonizing does not harm the tree at all. While the larvae look very slug-like, the adult is a wasp-like insect (sawflies are primitive wasps).
