That long 'tail' is not a stinger (these wasps don't sting), it is the female's ovipositor (to lay eggs). These wasps are sometimes called Carrot Wasps because they frequently feed on Queen Anne's Lace which is in the carrot family, and which this wasp is feeding on here.
