It's "The People's Building" which, ironically, most people hate... was offices for many years and recently turned into luxury condos. This was built in the 1920s or so, and the closest thing to a skyscraper that Charleston had. After it was built, there were laws placed into effect that nothing higher than 4 stories could be constructed, though they've made a few exceptions to that.
