Englishman Frederick W Lanchester patented the endplate (winglet) concept in 1897;
then in the late 1970s Richard T Whitcomb, inspired by an article on
the flight of soaring birds and their use of tip feathers to control flight characteristics,
tested some theories & designs in NASA wind tunnels.
