This looks to me like an "immature" or tenneral male. I think I see some white coming into the wings and there is not dark spot on the tip of the wings as is common in the female. Hard to make out the caudal appendages, but there look more male-like, too. Nice photos. I am glad there are others out there (and in Nebraska) identifying dragonflies.
